Yes, the quest is worth 73 fame if someone does it without changing form. But if they change form, they get less fame, and currently the way the fame works is you just get whatever they get.
It's a good point, though, that it might be better for the quest creator to get the base fame anyway, since it's not really their fault that the player changed form. I'll look into changing that.
