I like the idea of Bob scaling the tower, but then, it wouldn't make much sense. Assuming Bob is as weirded out as everyone else, he'd go around looking for thwacks, and climbing up a tower isn't going to help him any, unless he's planning to smack himself by jumping off.
So my suggestion is that the climber is some sort of mass-produced/generic evil minion employed by the benevolent frog turned tyrant. You know, like some sort of storm trooper or something.

That would be quite a good trap, actually. Anyone who stayed would thwack masses of apedogs, but be distracted by the amounts of fatbacks they gain.

 HASH TEA!!! I got that too... very funny. I really hope Bob the Apedog wanders up the tower. Seems like just his scene- totally random and happening at the end of an event.
Maybe C-Ren was in a cave, outerspace, under his bed clothes, or otherwise indisposed, and the black was really a ... you know.. those screening bars used to block out unsavory bits... an elipsis?

Okay, I have to confess, this is pretty damn good. I am not usually a fan of SG's about the City, but the writing of this one is very appealing so far, keep it up Gallant!
As to the DP, I also went with Headeater, mostly because I am anticipating some gag about tripping up over all those superfluous S-wordssss.
